{"id":821,"date":"2009-09-07T21:30:10","date_gmt":"2009-09-08T01:30:10","guid":{"rendered":"http:\/\/mpomy.com\/?p=821"},"modified":"2009-09-07T21:31:09","modified_gmt":"2009-09-08T01:31:09","slug":"should-labor-bear-the-cost-of-philadelphias-financial-crisis","status":"publish","type":"post","link":"http:\/\/mpomy.com\/?p=821","title":{"rendered":"Should labor bear the cost of Philadelphia&#8217;s financial crisis?"},"content":{"rendered":"<p>Philadelphia, like many other cities, is going through a financial crisis. \u00a0<a href=\"http:\/\/mpomy.com\/wordpress\/?p=741\">As I&#8217;ve mentioned before<\/a>, Mayor Michael Nutter has prepared a doomsday budget, ominously designated as &#8216;Plan C.&#8217; \u00a0This has been described as the dismantling of city government. \u00a0And while I can picture the nightmare that would follow the closing of <em>all<\/em> public libraries, the closing of the Fairmount Park Commission, the firing of about 1000 police officers, I can&#8217;t even begin to understand what is meant by the provision that states there will be no more funding for the city courts, no more funding for the District Attorney&#8217;s office and no more funding for the public defender. \u00a0How can a city function like that?<\/p>\n<p>There is a remedy out there, but it has me scared in a different way. \u00a0The first aspect of the Mayor&#8217;s plan, which has to pass through the legislature in Harrisburg, is to raise the city sales tax by 1% (from 7% to 8%). \u00a0That&#8217;s a no-brainer from where I sit. \u00a0We need to do this to increase revenue so that the city can pay its bills as they come due. \u00a0Will there be a problem down the road with business development? \u00a0I&#8217;m willing to tough it out for the time being if it means that our streets will be safe and our courts will operate.<\/p>\n<p>The second aspect of the Mayor&#8217;s remedy is a bit more troublesome. \u00a0Besides raising sales tax, the Mayor proposes to &#8220;restructure&#8221; the way that city pensions are managed. \u00a0Since it is still labor day, it seems like this is a good time to meditate on the proposal.<\/p>\n<p>The current plan establishes a much lower cost approach to funding pensions of newer city employees (via 401k&#8217;s). \u00a0The new employees would get no choice in the matter; they&#8217;d simply be stuck with a crappier retirement package.<\/p>\n<p>My initial feeling was that Plan C must be avoided, pretty much at all costs. \u00a0If new hires get screwed now, we&#8217;ll work on making it up to them later, right? \u00a0But today I met a guy who works for the city. \u00a0He&#8217;s in Behavioral Health, which means that he&#8217;s working to save certain of our city&#8217;s residents from the tragedy of addiction. \u00a0And since Philadelphia recently legalized gambling (slots &#8216;parlors&#8217; now, but \u00a0there is clearly more to come), a new wave of addicts is expected by this guy&#8217;s department.<\/p>\n<p>This man has 30-plus years in. \u00a0His pension is secure. \u00a0No one is proposing any changes that will harm the retirement he has worked so hard for and so richly deserves. \u00a0I asked him what he thought of the proposals coming out of the state legislature in comparison with the horror of Plan C. \u00a0He said that it shouldn&#8217;t pass because it kills collective bargaining. \u00a0This guy is a city resident, just like me. \u00a0The downside of the Mayor&#8217;s doomsday plan is going to hit him as hard as anyone else. \u00a0We live in a neighborhood where, in the last ten years, property values have gone way up &#8211; and he could lose all of that. \u00a0But on labor day (and I&#8217;m sure on every other day), he said that you can&#8217;t have two different sets of rules. \u00a0The new guys should get the same thing that he got and he&#8217;s ready to fight for it.<\/p>\n<p>I don&#8217;t know what&#8217;s going to happen. \u00a0Plan C goes into effect on September 18, and the remedial measures have to be passed by both houses of the state legislature. \u00a0The version we have now &#8211; with the much desired sales tax increase and the much despised pension restructuring, has passed the Senate. \u00a0<a href=\"http:\/\/www.philly.com\/philly\/blogs\/heardinthehall\/56367122.html\">It will be opposed vigorously in the House &#8211; in the name of fairness to workers<\/a>.<\/p>\n<p><a href=\"http:\/\/www.philly.com\/philly\/opinion\/57183582.html\">The Mayor says we are at a major crossroads and that hard choices and sacrifice are necessary<\/a>. \u00a0Should labor be forced to bear the burden?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Philadelphia, like many other cities, is going through a financial crisis. \u00a0As I&#8217;ve mentioned before, Mayor Michael Nutter has prepared a doomsday budget, ominously designated as &#8216;Plan C.&#8217; \u00a0This has been described as the dismantling of city government. \u00a0And while &hellip; <a href=\"http:\/\/mpomy.com\/?p=821\">Continue reading <span class=\"meta-nav\">&rarr;<\/span><\/a><\/p>\n","protected":false},"author":2,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":[],"categories":[188,111],"tags":[772,768,769,767,727,771,770],"_links":{"self":[{"href":"http:\/\/mpomy.com\/index.php?rest_route=\/wp\/v2\/posts\/821"}],"collection":[{"href":"http:\/\/mpomy.com\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"http:\/\/mpomy.com\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"http:\/\/mpomy.com\/index.php?rest_route=\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"http:\/\/mpomy.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=821"}],"version-history":[{"count":4,"href":"http:\/\/mpomy.com\/index.php?rest_route=\/wp\/v2\/posts\/821\/revisions"}],"predecessor-version":[{"id":825,"href":"http:\/\/mpomy.com\/index.php?rest_route=\/wp\/v2\/posts\/821\/revisions\/825"}],"wp:attachment":[{"href":"http:\/\/mpomy.com\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=821"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"http:\/\/mpomy.com\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=821"},{"taxonomy":"post_tag","embeddable":true,"href":"http:\/\/mpomy.com\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=821"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
